Organisation Experience

ERC is closely involved to international transparency initiatives, including EITI and OGP and realizes their monitoring. Thus, First assessment of the progress made as part of the implementation of Azerbaijan “National Action Plan for Promotion of Open Government 2012-2015” was conducted by ERC and the assessment of commitment of Azerbaijan government taken for September 2012-September 2013 was realized. ERC also active in terms of establishing CSOs’ Alliances. It is the creator of National Budget Group, EITI NGO Coalition and Center for Civil Society Defense Committee.

ERC is cooperating with multi-stakeholder on OGP implementation. ERC inclined to dialogue with government. ERC is realizing some proposals in monitoring report. Thus, ERC got initial agreement to get organization support from state commission on against corruption. ERC is represented within monitoring and law commission under Council on State support to NGOs.

Organisation Profile

The Economic Research Centre (ERC) is a policy-research oriented non-profit think tank with a mission to facilitate sustainable economic development and good governance in the new public management system of Azerbaijan. The ERC was established in 1999 on May and registered on July 02 of the same year.
The mission of ERC is to contribute to formulation of economic and social policies of the government through research and exchange of ideas. ERC aims at improving various social and economic policies of the government through policy research and design of policy recommendations. ERC’s vision is an effective and sustainable civic engagement in all levels of public administration and, thus, greater access for citizens to relevant information and impact to political decisions through enhanced interactions between the government and civil society.

The University of Pennsylvania has revealed its next “2013 Global Go to Think Tank Index and Abridged Report” within the frames of Think Tanks and Civil Societies Program. More than 1,950 peer institutions and experts were participated in the 2013 nominations and selection process. Thus, 17 think tanks were selected from Azerbaijan in this survey.

The Economic Research Center was ranked in 132nd place under world rating (Non-USA and USA) category among 6826 think tanks. It should be noted that ERC was in 133rd place among 6603 TTs in 2012. Despite the fact that the number of organizations involved in this survey were increased ( 223 TTs within a year), ERC improved its position in the ranking order by 1 step. Additionally, ERC occupied 46th place under “The best advocacy campaign” and ranked # 51 under “ Think Tank to Watch” category.

Candidate Profile

Dr. Gubad Ibadoghlu is an economist and civil society activist from Azerbaijan. He began his career at Azerbaijan’s Economic Research Center (ERC), a Baku-based NGO in 1999. At present, he is a senior analyst at ERC that promotes economic development and good governance. In this capacity, he conducts research on corruption and transparency issues and submits recommendations to state agencies. His research focuses on public finance, especially fiscal transparency and OGP/EITI.

He is a chair of the Azerbaijan Think Tank Alliance, the coordinator of the NGO Coalition for Improving Transparency in Extractive Industries.

He is a member of the Multi-Stakeholder Group of Extractive Industries Transparency Initiative (EITI), a board member of National Budget Group.

He was also a member of coalitions operating on regional and international level, such as the Steering Committee of Black Sea NGO Forum in 2010-2013 and the Strategic Advisory Group of the Publish What You Pay International Coalition in 2009-2011.

Dr. Ibadoghlu was a member of the Steering Committee of the Eastern Partnership Program’s Civil Society Forum as a country facilitator in Azerbaijan in 2012-2013.

He was selected as the Eurasia region’s civil society representative to the EITI Board as a Full Member in 2013-2015.
