Mission and vision
LHR strives to: ensure a qualitative, prompt and transparent delivery of justice; to foster a more accountable and efficient judicial system; to support citizens, civil society and the media to hold the judiciary and government accountable for delivering justice; as well as to fight corruption and protect human rights.
General description of the CSO work in the anti-corruption area
To support investigative reporting and anti-corruption activities, the Association maintains an online database which includes information on the assets, qualifications and performance of 450 Moldovan judges and 694 Moldovan prosecutors. The database contains information about their professional performance, as well as information about disciplinary offences committed by judges and by prosecutors, or their implication in any scandals, etc. Based on the information and findings provided in the database, a journalist, for instance, has the ability to produce investigative articles with respect to the appointment, professional career, disciplinary proceedings, and assets of judges and prosecutors as well as their incomes and manner of filling the declaration of assets and interests.
Specific description of the CSO work in relation to the UNCAC
The database represents an instrument to: monitor the judiciary: support citizens, civil society and the media to hold the justice sector and government accountable for delivering justice; and fight corruption and protect human rights. The database enables the public to: oversee the judges’ activities and professional performance; increase the transparency of the activities of the judiciary; and help decrease the number of cases of corruption overall.
According to UNCAC Article 13 pertaining to the participation of civil society, participation should be strengthened by “ensuring that the public has effective access to information”. In this area, the LHR implements activities to maintain public information through strategic litigation and by creating an open-source platform for making freedom of information requests to public bodies.
Specific description of the CSO work in relation to the review mechanism of the UNCAC
Following the invitation of the National Anticorruption Centre, the Lawyers for Human Rights is reviewing the implementation by the Republic of Moldova of the provisions of UNCAC Chapter II “Preventive measures” and Chapter V “Asset recovery”. More specifically, the LHR will provide a review of the government self-assessment checklist compiled based on information provided by the public authorities on the implementation of the respective Chapters of the UNCAC.
