Organization’s profile

Established in 2011, JTC is a non-profit NGO dedicated to promoting transparency and accountability in Jordan. Through legal reform, policy advocacy, civic engagement, digital education, and capacity-building initiatives, JTC empowers citizens, fosters public trust, and strengthens good governance.

JTC collaborates with oversight institutions such as Audit Bureau, Jordan Integrity and Anti-Corruption Commission (JIACC), and parliamentary committees. It has also signed MoUs with Ministries of Education, Higher Education, Youth, and Culture. JTC works to enhance whistleblower protection, train hundreds of public servants on ATI Law, support the development of e-participation platform, and produce evidence-based policy recommendations for reforms in key sectors. Its youth arm, “Transparency Knights” initiative, plays a leading role in advancing digital literacy, civic awareness, and integrity education.

Regionally, JTC served as the Coordinator of NGOs group within Arab Integrity and Anti-Corruption Network (ACINET), contributed to high-level conferences in Iraq and Tunisia, and participated in the international observation mission for Kuwait’s 2024 parliamentary elections. It is also a founding member of UNDP-launched Regional Women’s Alliance for Integrity and Anti-Corruption.

Internationally, JTC engages with global networks such as UNCAC Coalition, Open Government Partnership (OGP), and OECD. It also participated in the OECD’s launch of the 2024 Integrity Review of Jordan.

Organization’s experience

JTC served two consecutive terms (2017–2019, 2019–2021) on Coalition’s CCC. It contributed to strategic planning and the Coalition’s Charter, and supported Consultant Recruitment. JTC invited MENA CSOs to join the Coalition, and developed a “Cost estimation model for the Implementation Review Mechanism”, and developed a draft Procurement Policy” for the Coalition.

Nationally, JTC successfully advocated for JIACC to endorse both the UNCAC Coalition’s Transparency Pledge, and the UK-led anti-corruption initiative. As part of Jordan’s national expert team, it contributed to Jordan’s UNCAC Self-Assessment Report (Chapters II & V) and reviewed the Executive Summary prior to its submission.

As part of the Information Commission’s ATI Team, JTC has trained over 1500 public sector employees on the implementation of Jordan’s revised ATI law and its related protocols. It also leads national efforts in whistleblowers protection, ATI advocacy, and youth engagement through its flagship initiative, “Transparency Knights.

JTC remains at the forefront of promoting integrity across Water, Energy, and Transport Sectors, while actively contributing to national anti-corruption strategies and reforms. Its digital training on UNCAC compliance and whistleblower protection, delivered nation-wide through the Institute of Public Administration. Through its Transparency Knights, JTC produces engaging awareness videos that achieve wide digital reach.

Candidate’s profile

Hilda Ajeilat has been a leading voice in anti-corruption since 2009, building on her background in higher education quality assurance. As a founding member of JTC in 2011, she has championed systemic reforms, becoming one of Jordan’s most prominent advocates for transparency, accountability, and good governance.

Hilda has spearheaded multiple national anti-corruption initiatives while cultivating strategic partnerships with key transparency organizations. She has regularly engaged in consultations with both parliamentary and government officials to shape effective governance frameworks.

Hilda is a leading female activist in anti-corruption and ATI reform, acting as a liaison between whistleblowers and JIACC to ensure proper handling of complaints. Regionally, she has moderated numerous MENA workshops and conferences, fostering peer learning and advancing policy dialogue. Internationally, she presented a paper on ATI at the 2014 OGP Europe Regional Meeting in Dublin, and spoke at OGP Summits (Mexico 2015, Estonia 2023).

Hilda has contributed to multinational advisory efforts, including Jordan’s National Integrity System and the OGP 5th National Action Plan. She conducted Jordan’s OGP Review Analysis, and led pivotal ATI research for The Carter Center. Her international contributions include presenting a paper on public-private partnership at MENA session of 2016 OECD Integrity Week in Paris.

I bring extensive expertise in anti-corruption policy, ATI frameworks, and civil society empowerment across MENA region. With a proven track record, facilitating multi-stakeholder governance dialogues, and advancing whistleblowers protection mechanisms, I offer both strategic vision and practical solutions tailored to the region’s complex challenges.

My leadership at JTC directly complements the Coalition’s mission, with our shared focus on institutional transparency, accountable governance, and inclusive policy reform. As a CCC member, I will deepen regional cooperation through knowledge-sharing platforms, adapt UNCAC implementation to diverse MENA contexts through politically-smart approaches, and bridge policy and practice by leveraging my frontline experience supporting reformers.

I have known Ms. Hilda Ajeilat in person for two decades through my longer previous knowledge of her father as a senior army officer, military attache and diplomat serving in London while I was a university student in Leeds. Her family background shaped and produced her as the person she is, being devoted to transparency and integrity, throughout her work positions and experience which finally encouraged and pushed her to establish the JTC to spread and enhance the concepts of transparency and integrity in Jordan and encourage accountability.
