Organization’s profile

The Ghana Anti-Corruption Coalition (GACC) is a unique cross sectoral grouping of public, private and civil society organisations with a joint focus on promoting good governance and fighting corruption in Ghana. The GACC promotes anti-corruption and good governance initiatives in Ghana through coordination, capacity-building, partnership building, research and advocacy interventions; engaging coalition members and other key stakeholders operating at the local, regional, national and international levels.

The GACC was founded in March 2001 and currently has thirteen institutional members. The civil society organisation (CSO) members of GACC include Transparency International Ghana (TI Ghana), Centre for Democratic Development Ghana (CDD-Ghana), Good Governance Africa (GGA) and Commonwealth Human Rights Initiative (CHRI).

Through strategic alliances, persistent and efficient coordination of state and non-state entities, and the mobilisation of individuals and citizen organisations, the GACC advances integrity and anti-corruption initiatives at all levels. At the local level, GACC partners with 34 Community-Based Organisations (CBOs) in 33 districts across seven regions to undertake its sub-national initiatives. In West Africa, GACC has coordinated the monitoring of contracts in Ghana, Liberia, Nigeria and Sierra Leone and a regional public procurement and audit recommendation implementation project in Ghana, Sierra Leone, and Benin.

Organization’s experience

The Ghana Anti-Corruption Coalition (GACC), since its formation in 2001, has been instrumental in championing the fight against corruption in Ghana as well as advocating for adherence to the UNCAC provisions Ghana signed in December 2004 and ratified in December 2005.

In 2012, the GACC and the Commission on Human Rights and Administrative Justice (CHRAJ) collaborated to initiate Ghana’s UNCAC Review Process, which subsequently led to the formation of Ghana’s UNCAC Review Working Group and Steering Committee, with CHRAJ designated as the focal institution. The GACC also served as the CSO representative on the Steering Committee and contributed extensively to Ghana’s UNCAC Reviews.

The GACC broadened the UNCAC review consultations and dissemination of information for non-state actors through awareness creation, and capacity building activities. In 2013, with UNODC support, GACC engaged 35 SMEs on the private sector’s role in the UNCAC process. Again, in 2021, with support from the UNCAC Coalition, GACC developed a CSO parallel report on Ghana’s implementation of Chapters II (Prevention) and V (Asset Recovery) for advocacy and policy reform. GACC has also led the commemoration of the International Anti-Corruption Days to sensitize the youth on the ills of corruption.

Candidate’s profile

Mrs. Beauty Emefa Narteh serves as the Executive Secretary of the Ghana Anti-Corruption Coalition (GACC) since January 2017. She holds key leadership positions, including, Governance Council Chairperson of the Africa Freedom of Information Centre (AFIC), member of the Ghana UNCAC Steering Committee, member of the High-Level Implementation Committee (HiLIC) of Ghana’s National Anti-Corruption Action Plan (NACAP). Previously, she was Co-Chair of the Ghana CSO Platform on SDGs.

With over 16 years of experience in communications, advocacy, resource mobilisation, and project management, Beauty has expertise in anti-corruption, good governance, sustainable development, and gender issues. She has successfully managed projects funded by organisations such as the European Union, USAID, US Embassy, Hewlett Foundation, OSIWA/OSF, World Bank, and DFID.

Her notable projects include supervising a regional public procurement and audit recommendation implementation project in Ghana, Sierra Leone, and Benin, and managing a World Bank-funded West Africa Contract Monitoring Network in Ghana, Nigeria, Sierra Leone, and Liberia.

Beauty holds a Master’s degree in International Affairs with a concentration in Communications and Development, and a Graduate Certificate in Women’s Studies from Ohio University, USA. She also earned a Certificate in Executive Communications and Governance Reform from the World Bank and Annenberg School, USA.

Contributions to the work of the Coalition

With expertise working with state and non-state actors, I have gained valuable insights aligning with the Coalition’s mission. I have also developed strong skills in building partnerships, leading anti-corruption initiatives, and policy advocacy at various levels. As a board member, I would leverage my expertise to support advocacy, resource mobilization, and capacity building efforts. I am committed to collaborative work with board members and stakeholders to advance the Coalition’s goals and promote a corruption-free society. My skills would enable me to contribute to informed decision-making and strategic planning, driving the Coalition’s mission forward.
