Profile of Organization
Transparency International Ukraine (TIU) is an accredited chapter of the global movement Transparency International with a comprehensive approach to development and implementation of change to reduce corruption levels. To achieve its mission, TIU follows five strategic organizational objectives: efficient and transparent public procurement system, effective national anti-corruption policy, transparent and accountable local self-government, effective management of public property, strong and resilient organization. The war with Russia has also added two other streams to our work, which is ensuring efficient, transparent reconstruction of Ukraine and supporting confiscation of sanctioned Russian assets.
In its work, TIU actively promotes development and implementation of IT tools. The organization has administered and transferred to the government internationally recognized electronic public procurement platform ProZorro, e-auctions system ProZorro.Sale, healthcare system eHealth, portal of public finance E-Data and website with online analytics of state-owned enterprises ProZvit, which significantly increased transparency and accountability in different areas of public governance.
Building on the previous experience of piloting public procurement reform, TI Ukraine created and currently administers a coalition of Ukrainian CSOs, government organizations and international partners – RISE Ukraine to promote the principles of integrity, sustainability, and efficiency in the restoration of Ukraine.
Organization’s Experience
Transparency International Ukraine (TIU) is actively participating in UNCAC-related activities on both national and international levels and is considering even greater engagement in the Coalition’s activities in the future by providing regular follow-up reports within UNCAC review process and follow up on recommendations. Among TIU focus areas corresponding to the UNCAC priorities are promoting transparency in areas crucial to preventing corruption, advancing beneficial ownership transparency, countering money laundering, as well as improving policies and mechanisms to protect whistleblowers. On the national level, TIU has been actively promoting the establishment of the assets declaration systems for public officials, supported establishment and proper functioning of the independent anti-corruption bodies, promoted beneficial ownership transparency and advanced transparency in public procurement by administrating and transferring to the state the internationally recognized Prozorro public procurement platform.
Top Three Priorities to Achieve for the Coalition
- Promoting and facilitating strong and meaningful civil society engagement and participation in UNCAC reviews and follow up on recommendations.
- Strengthening knowledge and expertise of civil society organizations and actors about the UNCAC.
- Building further institutional capacity of the UNCAC Coalition.
Profile of Candidate
Andrii Borovyk is the Executive Director at TI Ukraine since 2019. Before that, in 2016-2018, he worked as a Deputy Executive Director. Andrii has more than 10-years of experience in anti-corruption advocacy, investment analysis, and business processes in the public sector. In his current position, Andrii has advanced the Ukrainian anti-corruption agenda at the international level and significantly contributed to enhancing worldwide initiatives for corruption elimination by participating in international events and developing working relations with representatives of international institutions. He was member of the Reattestation Commission within the Prosecutor General’s Office (2019), and a member of the Anticorruption Prosecutors’ Selection Commission (2020). Currently, Andrii is member of the Ethics Committee at the Ukrainian Network of Integrity and Compliance and a board member in the Coordination Committee of the UNCAC Coalition. He is also one of the founders and the board member of the RISE Ukraine coalition (since 2022).
Before taking a position at TI Ukraine, he worked as a Head of Administration Division in the Reforms and Quality Assurance Unit in the General Prosecutor’s Office with a team of Georgian reformers and as an investment analyst. Andrii graduated from the National University of Kyiv-Mohyla Academy and Warwick Business School.
