Indonesia Corruption Watch (ICW) is a leading civil society organization dedicated to combating corruption and promoting transparency, accountability, and democratic governance in Indonesia. Founded in 1998, ICW has exposed major corruption cases involving public officials, state institutions, and law enforcement agencies.
ICW combines investigations, public campaigns, and citizen engagement to challenge abuses of power. Its policy advocacy has contributed to key legal reforms, including the Law on Public Information Disclosure, the Law on Witness and Victim Protection, and the Anti-Money Laundering Law.
Beyond advocacy, ICW builds civil society capacity through training and education. It runs the Anti-Corruption School and Anti-Corruption Academy, and supports journalists and CSOs through the Investigative Journalist Club (KJI). Regionally, ICW is part of the Southeast Asian Anti-Corruption Network for CSOs and serves on the UNCAC Coalition Board representing the East Asia, Central Asia, and Pacific Regional Seat.
ICW also engages in global initiatives such as the Open Government Partnership, and was a runner up in the 2021 Open Government Awards with Indonesia procurement agency. It is currently advocating for the Procurement Bill and the Asset Recovery Bill to strengthen anti-corruption frameworks.
Organization’s experience
Indonesia Corruption Watch (ICW) has been actively engaged in UNCAC-related work since 2012, starting with a shadow report for Indonesia’s UNCAC Review. ICW used the final report from the UK and Uzbekistan for national policy advocacy and produced follow- up papers on key issues such as gratification, trading in influence, illicit enrichment, and sentencing gaps in Indonesia’s Anti-Corruption Law.
ICW advocates for reforms aligned with UNCAC, including the Asset Recovery and Public Procurement Bills. It has participated in UNCAC Coalition discussions (2020–2025), contributed to the UN Code of Conduct on NGO engagement (2023), and provided input at the 10th Conference of the State Parties (CoSP10) on public procurement. In 2024, ICW submitted a statement on corruption’s impact on youth and vulnerable groups, urging stronger oversight and protection for auditors.
Top 3 Priorities to Achieve as a CCC Members are:
1. Addressing State Capture – Exposing undue influence over public policy and institutions.
2. Protecting Civic Space – Defending the role of civil society in anti-corruption efforts and ensuring an enabling environment for public participation, oversight, and accountability.
3. Combating Environmental Corruption – Monitoring corruption in natural resource governance and climate-related sectors.
Candidate profile
Egi Primayogha is the Head of Advocacy at Indonesia Corruption Watch (ICW), where he leads efforts to promote transparency, accountability, and democratic reform. With over a decade of experience in the anti-corruption field, Egi’s expertise includes political corruption, the complex interplay between politics and business, state capture, and environmental corruption.
He holds a Master’s degree in Development Studies from the Institute of Development Studies, University of Sussex. Egi combines rigorous research with strategic advocacy to influence public policy and drive systemic change. A strong advocate for civic engagement, he also serves as an educator in ICW’s Anti- Corruption School and Anti-Corruption Academy—initiatives that equip citizens with the knowledge and tools to hold power to account. Egi is committed to advancing anti- corruption efforts through strategic advocacy and civic engagement. His work supports the development of robust institutions and empowered communities capable of resisting corruption and promoting democratic values.
Contributions to the work of the Coalition
ICW will contribute to the Coalition by advancing discourse and action on three critical issues: state capture, environmental corruption, and protection of civic space. We bring experience in exposing structural corruption, promoting transparency in natural resource governance, and defending the role of civil society in anti-corruption efforts. ICW’s national advocacy aligns closely with UNCAC principles, and we aim to share lessons from Indonesia’s experience to strengthen the Coalition’s global agenda. As a board member, ICW will help enhance civil society collaboration and ensure that shrinking civic space is addressed as a core challenge in UNCAC implementation and advocacy.
