Today, on the last day of the 11th Conference of the States Parties to the UNCAC, Morocco signed the Global Civil Society Coalition for the UNCAC’s Transparency Pledge, becoming the 46th country to voluntarily commit to a high level of transparency and civil society inclusion in the second cycle of the UNCAC implementation review.
Morocco was scheduled to begin its second cycle UNCAC implementation review, which covers articles on preventive measures (Chapter II of the UNCAC) and asset recovery (Chapter V), in 2016. The self-assessment checklist was completed in 2016, the country visit by peer reviewing countries Senegal and Finland took place on 21-23 March 2017 with the involvement of the civil society organizations Transparency Maroc, Réseau Marocain de la Protection des Biens Publics Confédération Générale des Entreprises du Maroc (CGEM). The final country report was finalized and published in December 2020 (available in English and French). The Transparency Pledge was signed by Mr. Abdelaziz El Houari, Head of Departement of International Conventions/Chef de Department de Conventions International, L’Instance de Probité et de la Prévention et de Lutte Contre la Corruption in front of the CoSP11 plenary room in the presence of Nisrine Elhakkouni, Policy Officer, Directorate of Global Issues, Division of Security and Social Affairs, Ministry of Foreign Affairs, African Cooperation and Expatriates, as well as the Coalition’s Managing Director Mathias Huter, the Civil Society Engagement Lead Danella Newman, the Coalition’s Coordination Committee member representing the South-West Asia and North Africa Region Hilda Hilda Ajeilat, as well as the Coalition’s Analyst Ana Revuelta.
Principles of Transparency
The Transparency Pledge covers the following principles, complementing the UNCAC Coalition’s guide which includes best practice approaches for promoting transparency and participation in the review process:
- We will publish updated review schedules for our country review
- We will share information about the review institution or the coordinator (focal point)
- We will announce the completion of the country review indicating where the report can be found
- We will promptly post online the self-assessment and the full country report in a UN language, together with the executive summary in local languages
- We will organise civil society briefings and public debates about the findings of the report
- We will publicly support participation of civil society observers in UNCAC subsidiary bodies
