Call for Proposals: Mid-Term Evaluation of Norad-funded Project

Background

The UNCAC Coalition is a global network of more than 400 civil society organisations (CSOs) in over 120 countries, committed to promoting the implementation and monitoring of the United Nations Convention against Corruption (UNCAC). It mobilises civil society action for the UNCAC at international, regional and national levels. 

The Coalition registered as an association in Austria in 2015 and has had a permanent presence in Vienna since 2018, opening its office in 2019 (“Vienna Hub”). The Coalition currently has 10 staff members (7 based in Vienna, 3 remote) plus 4 part-time regional coordinators based in their respective regions.

The Coalition works to facilitate and support civil society participation in UNCAC fora, in particular the Conference of the States Parties, its subsidiary bodies and in national UNCAC implementation reviews. It advocates for stronger UNCAC implementation and to enhance anti-corruption standards and practices globally. 

The Coalition hosts seven thematic working groups focusing on cross-cutting anti-corruption issues, engaging civil society organizations, academics and other stakeholders from within and beyond its community, aiming to break silos and bring anti-corruption principles into other relevant international fora. The Coalition works to build communities of its membership at the regional level to support collaboration and sharing of expertise and experiences. 

Focus of the Review 

The UNCAC Coalition is looking for an experienced Monitoring and Evaluation consultant (or a small team of consultants) to carry out a review of the progress made in implemented by the Norwegian Agency for Development Cooperation (Norad) under the project agreement QZA-22/0170, A stronger UNCAC: advancing CSO participation and global standards, which aligns with the objectives and the implementation of the UNCAC Coalition’s Strategy 2023-2026 – Empowering Civil Society for Transparent and Effective UNCAC Implementation.

The Coalition’s work has also been supported in 2023 and 2024 through core funding by the Foreign Ministry of Denmark (Danida) through Transparency International, and by the Sigrid Rausing Trust. 

The Project’s expected effect(s) on society is to increase civil society participation in the UN Convention against Corruption, to strengthen the Convention’s review mechanism, and advocate for higher anti-corruption standards in order to advance anti-corruption efforts globally.

The expected effects for the target group of the Project is;

  1. better implementation of the UNCAC at country level by building stronger UNCAC standards and processes,
  2.  addressing gaps and weaknesses in the current framework, and to create a
  3. safe, enabling and inclusive environment for civil society to contribute to anti-corruption efforts.

The UNCAC Coalition’s Mission is to “bolster integrity and reduce corruption by supporting and empowering civil society to collectively promote transparency, accountability and good governance, and to advance the implementation and strengthening of legal frameworks resulting from international agreements, in particular the United Nations Convention against Corruption (UNCAC).”

Objectives of the review

The objectives of this evaluation are the following: 

  • Objective 1: Provide an objective assessment of the achievements and impact the Coalition’s work under project has had so far – is it relevant, effective, efficient and impactful? This assessment should also include but not be limited to indicators agreed with Norad and the KPIs of the Strategy;
  • Objective 2: Conduct an in-depth analysis of the challenges associated with the implementation of the project and how they can be addressed moving forward, generating lessons learned and recommendations for implementation in the remainder period and under the next strategy, informing also the UNCAC Coalition’s future organisational development and helping to maximize the relevance and effectiveness of the Coalition’s work;
  • Objective 3: Evaluate the nature of cooperation between the UNCAC Coalition and UNODC and assess opportunities for the Coalition to have a greater direct impact in Vienna, through other relevant international fora and mechanisms, and at the country level.
  • Objective 4: Provide insights, based on input from Coalition CSO members, on how the Coalition could add further value to support their work and the impact of members’ work. 
  • Objective 5: Provide guidance for the Coalition to strengthen its MERL approaches and advice on approaches to better identify and track progress and impact linked to its work.

The Coalition would like to use this evaluation to also receive ideas for improvement, better impact and how to further diversify the Coalition’s funding. 

The findings of the review will inform the Coalition’s focus and implementation efforts under the remainder of the project and the Strategy’s implementation period, as well as the design of the Coalition’s next strategy. 

Methodology and Approach 

The evaluator is ultimately responsible for the overall methodological approach and design of the evaluation and is expected to propose methodologies he/she/they consider most appropriate to achieve the aims of this review. 

The assessment should conform to OECD/DAC’s Quality Standards for Development Cooperation and use a combination of methods.

The evaluation should use a participatory approach involving the team of the UNCAC Coalition’s Vienna hub and also involve key stakeholders. The approach should include a review of relevant documents and procedures (such as the Coalition’s Strategy, the project agreement with Norad and its log-frame, progress reports, donor reports, annual reports, relevant information on the Coalition’s website and other outputs, tools and guidance materials developed by the Coalition in 2023 and 2024, and interviews with key stakeholders (which may include: current and former members of the Coalition’s board (CCC), the Vienna hub team, UNODC officers, representatives of member organisations and groups receiving support to produce parallel reports on UNCAC implementation, government representatives regularly engaging with the Coalition and donor representatives).

During the evaluation, the Coalition will circulate an annual survey to its membership, which could also include several questions relevant to the evaluation. 

Key issues to be addressed

The following questions could be addressed during the project evaluation but are subject to discussion and agreement with the UNCAC Coalition Vienna Hub team during the period of designing the evaluation approach. 

The evaluator is free to prioritise these issues in the proposal and to suggest others deemed necessary:  

  • Assessing (ongoing) projects and efforts and their results in terms of relevance, efficiency, effectiveness and impact, including expected impacts and sustainability of these efforts, as well as the need and potential for readjustments and improvement;
  • Activity design and management: assessing the approaches to planning, monitoring, evaluation and learning and proposing improvements;
  • Added value and participation: What value does the UNCAC Coalition’s work add to the
    • participation of civil society actors in and around the UNCAC
    • advancing UNCAC implementation globally and at the national level
    • elevating anti-corruption standards and practices globally and at the national level, building on but also going beyond provisions of the UNCAC?
  • How can the Coalition increase its impact vis-a-vis the work of UNODC and States Parties in Vienna?
  • How can the Coalition better support its members to maximize their impact as well as joint impact of the Coalition’s global community?
  • What are other sources of potential funding for the Coalition to pursue?

 Qualifications and selection criteria

The consultant (or consultants) should present the following skills and qualifications:

  • University degree in social sciences or another relevant area;
  • At least five years of proven relevant professional experience in an international development environment, preferably within non-profit organisations, foundations, donor organisations or international organisations;
  • Demonstrated experience in evaluation processes and production of at least three evaluation reports on projects or programs implemented by non-governmental organisations, non-profit organisations or international organisations, preferably in the areas of anti-corruption and good governance;
  • Substantial knowledge of and experience in anti-corruption and development work and of the role of civil society, in particular in the context of the United Nations;
  • Demonstrated ability to produce clearly written, focused analysis and substantiated recommendations based on that analysis;
  • Excellent command of English;
  • Availability to carry out the described tasks between January 2025 and March 2025;
  • Demonstrated familiarity with the functioning of civil society groups and Coalitions is desirable;
  • Familiarity with the work and role of the United Nations around conventions and knowledge of the UNCAC and its context is considered a plus.

Main deliverables of the evaluation

  • Detailed work plan, including approach, methodology, guiding questions, interview/survey questions, a proposed list of stakeholders to be interviewed or otherwise involved, and a timeline for the evaluation process
  • Draft report, for comments and internal fact-checking
  • Final evaluation report of approximately 30 pages (excluding any annexes) 
  • Powerpoint presentation summarising the evaluation report
  • Documentation and delivery of a learning workshop to present key findings and recommendations to the Coalition and its donors
  • Workshop for Coalition staff on how to strengthen its MERL approach.  

All deliverables are to be submitted in electronic form in English, in line with stipulated deadlines. The Consultant is responsible for editing and quality control of language.

Anticipated Timeline

– Second half of January: Start of the evaluation process with desk review, conversations with the UNCAC Coalition’s Vienna team; 

– Present a detailed work plan by the end of January; 

– Delivery of draft report: by early March 2025;

– Delivery of final report, PowerPoint and learning webinar: Mid-March 2025

Call for proposals: UNCAC Coalition Website Redesign, Re-Launch and Brush-up of Visual Identity

Background

The UNCAC Coalition is a global network of almost 400 civil society organizations (CSOs) in over 120 countries, committed to promoting the implementation and monitoring of the United Nations Convention against Corruption (UNCAC).

Our current WordPress-based website, uncaccoalition.org, which has served us well for the past 10 years, is now in need of a significant redesign and upgrade to meet modern technical standards. In parallel, we also want to brush up our organization’s logo and overall visual identity. 

The purpose of our website is to provide a platform for the multistakeholder anti-corruption community, ranging from civil society to government delegates and anti-corruption professionals, to access and share information on relevant resources and best practices regarding corruption-related issues and the implementation of the United Nations Convention against Corruption (UNCAC).

Objective

The UNCAC Coalition is inviting bids from experienced consultants or web design firms to redesign and develop our new website based on WordPress. The total budget for this relaunch cannot exceed 25,000 Euros (including VAT, if applicable).

Project Scope:

  1. Brush up the Coalition’s visual identity: Refreshed logo and brand design. 
  2. Design and develop a modern, mobile-friendly, responsive, and visually appealing website based on WordPress. It should include the following features: 
    1. Ensure the website is user-friendly, with easy navigation and an intuitive interface;
    2. Redesign the front page with several teasers for key pages and the latest news/blog posts;
    3. Possibility of a members-only section (requiring login), with content there not being captured by search engines;
    4. Easy and fast searchability of content (search field);
    5. Automatic translation feature (comparable to a plug-in solution on the current website);
    6. Ensure full compatibility with social media, in particular the X preview function;
    7. Propose incorporating accessibility features to ensure the website meets relevant standards for users with disabilities, including but not limited to WCAG 2.1 AA guidelines;
  3. Develop design templates for approximately 15 different pages, including: 
    1. – front page
    2. profile pages for organizations
    3. – join the Coalition
    4. – individual thematic working group pages
    5. blog posts
    6. – reports page (example)
    7. – standard page

  4. Incorporate feedback on initial design drafts.
  5. Suggest options for how reports could be published in an easily searchable (HTML) format, rather than as embedded PDFs.
  6. Suggest solutions to visualize and present data (maps, tables) – see examples we currently use here and here
  7. Migrate and reorganize existing content (to the extent possible, maintaining current URLs or creating redirects so that existing external links continue working) to the new website.
  8. Suggest solutions that are in line with the GDPR and minimize personal data collection.
  9. Implement search engine optimization (SEO) best practices; connect/implement analytics tools.
  10. Implement secure data handling practices to protect user information, especially in the members-only section.
  11. Integrate tools for real-time monitoring and backups, ensuring that potential threats or issues are quickly identified and mitigated.
  12. Suggest and set up an appropriate hosting setup for fast load times (ideally using our current provider, Dreamhost).
  13. Handover of a live website installed with the organization’s host (Dreamhost).
  14. Handover training for UNCAC Coalition staff on website management and maintenance.
  15. Provide a period after the handover to address any problems and bugs (identify the length of this period in the proposal). 

Eligibility Criteria:

  1. Demonstrated experience in designing and developing WordPress-based websites for NGOs or similar organizations.
  2. A strong portfolio showcasing innovative and user-centric web design.
  3. Proven expertise in web development, with a focus on responsive design.
  4. Knowledge of best practices for SEO and website accessibility.
  5. Excellent communication skills in English.

Based: Work can be remote.

Communications Officer

About the Role

The UNCAC Coalition is looking for a Communications Officer to join its global Hub team in Vienna.

A multi-faceted role in a hands-on, international environment with a small team, the  Communications Officer will work on, draft, review and edit different communication outputs of the Coalition, ensure that outputs are timely, of high quality, innovative, have clear messaging, and reach the relevant stakeholders, elevating the Coalition’s anti-corruption advocacy as well as the visibility of its global civil society network. 

We are very interested in hearing from you if you: 

  • have a track record in communications and a passion for writing and editing with close attention to detail; 
  • have the skills to plan, draft and produce a wide range of communications outputs for different channels; 
  • can make complex policy issues accessible to different stakeholder groups, and have a strong interest in anti-corruption, good governance and human rights issues. 

Your Responsibilities 

  • Lead and execute external communication efforts of the UNCAC Coalition (planning, coordinating, drafting, wording, reviewing, creating visuals, quality control, publication, analytics, learning), ensuring that information on our activities is shared in a timely and effective manner with relevant stakeholders and our wider network: 
  • Administer a range of communications outputs, including website content, blog posts, social media posts, newsletters, statements, press releases, flyers, basic graphics (event flyers, posters, infographics for website and social media), layout and final production of reports and publications, videos, and other advocacy materials;
  • Support our ongoing advocacy efforts through effective and timely communication; 
  • Provide communications and advocacy support for the UNCAC Coalition’s thematic working groups; 
  • Communicate with external stakeholders who contact the UNCAC Coalition;
  • Engage and share information with our membership and the wider community through our email discussion lists;
  • Implement advocacy efforts and campaigns within our membership as well as with other partner organizations;
  • Produce and publish the Coalition’s monthly email newsletter;
  • Produce an annual report;
  • Lead the UNCAC Coalition’s social media activities, boosting growth and monitoring analytics across several different social media channels;
  • Produce videos (e.g., break down technical information for our membership or provide a snapshot of our activities or those of our community);
  • Assist in the organization and coordination of in-person, hybrid and virtual events (panel discussions, webinars, etc.) in close coordination with other team members and external partners;
  • Support and facilitate training, workshops, advocacy meetings, and other activities the UNCAC Coalition is involved in with external stakeholders (both in person and virtual).
  • Develop internal communication structures that facilitate team communication and coordination.

Your Profile

  • You have a degree in communications, public relations, journalism, political science, or another relevant field;
  • You are an excellent writer, with native-level English;
  • In addition to an excellent command of English, the Coalition’s working language, command of other languages – particularly of one or several other UN official languages – is desirable;
  • You have at least three years of relevant experience working on communications relevant to the tasks and responsibilities of the position, working for civil society organizations, media outlets, governmental bodies, or international organizations (experience working with civil society organizations, in particular in an international setting, is preferred);
  • You are an avid and outgoing communicator;
  • You have demonstrated experience producing and editing different types of written outputs (blog posts, policy briefs, newsletters, social media, website content, etc.) and enjoy communicating online and offline while accounting for cross-cultural contexts;
  • You are interested in policy issues and can translate technical information into easily accessible communication outputs;
  • You can demonstrate an interest in anti-corruption, good governance, or human rights, and have ideally worked on related issues;
  • You are a diligent self-starter, hands-on, proactive and show initiative, are reliable, pay close attention to detail and feel passionate about our cause;
  • You feel comfortable working in a small team and taking on new tasks and responsibilities pro-actively;
  • You thrive in a setting where you have to produce timely outputs, multi-task and work with limited supervision;
  • Ideally, you also have an eye for visuals (photos, graphic design) and have experience with graphic design software and video editing and production, have used WordPress, and don’t shy away from teaching yourself to use new software and apps.

The candidate should be based in or be willing to relocate to Vienna, Austria. 

Contract Duration: We offer an initial contract until January 2026. Subject to additional funding being secured and strong performance, the Coalition is interested in turning the role into an unlimited contract.

Starting Date: as soon as possible.

What we offer:

  • The Coalition is able to employ individuals who currently do not hold a valid work permit for Austria due to its status as an international non-governmental organization.

Regional Coordinator for the Southwest Asia and North Africa (SWANA) Region

Background:

The UNCAC Coalition is hiring a remote part-time consultant to join its team as a Regional Coordinator for SWANA (former MENA). The consultant will support outreach, communications, advocacy and research activities of the UNCAC Coalition in the SWANA region.

The UNCAC Coalition is an umbrella organization, uniting civil society actors from all backgrounds committed to promoting the implementation, monitoring of the UN Convention against Corruption (UNCAC) and strengthening global anti-corruption standards. The Convention is the only binding universal anti-corruption instrument.

The Coalition has a global network of almost 400 civil society organizations. This community harnesses a broad range of issues: human rights, anti-corruption, freedom of information, financial transparency and environmental expertise.

  • Based: remotely
  • Estimated time required: On average approximately 6 to 10 hours of work per week.

We are looking for this to be a long-term consultancy role.

Compensation:

This is a consultancy position. The envisaged compensation for this role is €18/ hour worked. The agreed rate may be higher, based on relevant expertise and experience. The consultant is responsible to pay all applicable taxes and social contributions.

Your profile:

  • You speak and write English and Arabic, with excellent written and verbal communication skills. Advanced knowledge of French is considered a plus.
  • You have a strong understanding of anti-corruption, in particular, policy areas covered by the UNCAC. Experience with UNCAC-related fora and processes is a plus.
  • You have a minimum of two years of experience working with civil society organizations in your region, ideally in a context related to good governance, anti-corruption and/or human rights.
  • Strong interest in and knowledge of political developments in your region, in particular relating to good governance and anti-corruption.
  • You write very well, enjoy communicating (online and offline) and engaging others.
  • You can be diplomatic, moderate discussions and encourage others to join and contribute to discussions.
  • You are diligent, organized, self-motivated, reliable and pay attention to details.
  • You have a high level of integrity and can represent the values of the UNCAC Coalition and its mission.
  • You are from the SWANA region and are preferably based in the region.

Main Functions:

  • Foster and expand a regional network of civil society organizations dealing with anti-corruption related issues in SWANA;
  • Engage with member organizations, non-member organizations and partners;
  • Moderate and stimulate discussions on a regional email group;
  • Liaise between member organizations in the region and the UNCAC Coalition’s Vienna Hub team;
  • Draft, edit, administer and moderate content to share with the Coalition’s civil society organizations in the region (e.g., briefing notes, blog posts, written submissions, event updates, moderation of discussions etc.);
  • Identify speakers, organize, prepare for and moderate 4-5 online virtual regional meetings per year on anti-corruption topics;
  • Conduct ad-hoc trainings on UNCAC Coalition tools and help organize other trainings or workshops according to the memberships’ needs;
  • Research and monitor civil society activities in the field of anti-corruption in the region;
  • Conduct outreach to civil society organizations and government actors on the UNCAC;
  • Engage with relevant regional organizations and other stakeholders on issues linked to the UNCAC;
  • Act as a point of contact for civil society organizations in the region;
  • Help coordinate research and advocacy activities of the UNCAC Coalition in the region;
  • Contribute to monthly meetings with the Hub team and other regional coordinators.

Description of work and outputs:

  • Expanding and strengthening the UNCAC Coalition’s network and membership:
  • Identify relevant civil society organizations in the region who are not yet a member of the UNCAC Coalition and, where appropriate, contact and encourage them to join the Coalition’s network and/or to apply for membership;
  • Co-administer, grow and moderate a regional email discussion group of CSO representatives to strengthen networking, information sharing, regional advocacy efforts, possible coordination on joint CSO efforts, and ties between the Coalition Hub and member organizations;
  • Try to contact all Coalition members in the region and map their activities to establish:
    • what work they are doing in relation to lobbying for the implementation of the UNCAC,
    • what issues and policy areas they are focusing on,
    • and how would they like to contribute to the Coalition and its work;
  • Encourage members to write blog posts about work they do that links to the UNCAC or to their efforts to contribute to the national UNCAC review process;
  • Encourage members to contribute to the national UNCAC review process, including by producing a civil society parallel report;
  • If necessary, provide updated contact information of members to the Hub or encourage members to name new Coalition contact persons in case the previous contact person is no longer working with the organization or is not responsive;
  • Support the Vienna Hub in administering membership applications from the region through background research on applicant organizations, provide recommendations on whether applicants appear to be suitable members;
  • Support Hub-led advocacy efforts to increase transparency and civil society participation in the UNCAC review process, including by contacting civil society organizations for them to advocate for their governments to sign the Transparency Pledge and ask how they implemented the review process, joining a Coalition-coordinated effort to request key documents of the review process using access to information laws;
  • Coordinate with the contact point in Vienna on a regular basis on work to be done and provide regular (weekly or bi-weekly, as agreed) updates on the work that has been carried out;
  • Act as a point of contact for the region and coordinate responses, where appropriate, with the Vienna Hub team.
  • Possibly represent the Coalition at relevant UNCAC-related regional events, upon request of the Vienna Hub team.
  • Carry out other research, coordination or communications work upon request of the Vienna Hub.
