Organization’s profile

Transparency International Sri Lanka (TISL) is a National Chapter of Transparency International (TI). Transparency International Sri Lanka (TISL) was established with the purpose of contributing to the fight against corruption in Sri Lanka. TISL commenced active operations at the end of 2002 and has since built a strong institution that has gained the trust of diverse stakeholders in the country, as a leader on anti-corruption. TISL functions as a self-financing, autonomous Chapter of TI with its own board of directors, strategic direction and priorities.

TISL plays the role of a watchdog on corruption in Sri Lanka, through situation monitoring, fact finding, documentation and reporting, while continuing to demand accountability of perpetrators, coupled with the repatriation of stolen assets, election monitoring with a focus on misuse of public property and empowering the people with knowledge and tools to join the fight against corruption.  TISL has a strong ALAC network that addresses grass root level corruption and has strong presence on public interest litigation on national level corruption. TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

Organization’s Experience

As an active member of the coalition, TISL works closely with international and regional partners to monitor and advance Sri Lanka’s compliance with global anti-corruption standards.

In the recent years, TISL’s collaboration with the Global Civil Society Coalition is reflected through several key initiatives:

Civil Society Parallel Reporting:

TISL undertakes independent research and publishes parallel reports assessing Sri Lanka’s progress in implementing UNCAC commitments. These reports complement official review processes by identifying critical implementation gaps, institutional weaknesses, and opportunities to strengthen public participation and accountability.

Advocacy and Legal Reform:

Drawing on international anti-corruption frameworks, including UNCAC, TISL advocates for legislative and policy reforms in Sri Lanka, with particular focus on strengthening asset declaration regimes, campaign finance regulation, and broader accountability mechanisms.

Regional and Global Engagement:

TISL actively contributes to regional and global dialogue through regular participation in Coalition meetings, consultations, and conferences, sharing national experiences and advancing collective strategies to strengthen anti-corruption frameworks and safeguard transparency laws such as Sri Lanka’s Right to Information Act.

Top 3 Priorities to Achieve as a CCC Member

  1. I would welcome the opportunity to support the CCC in identifying and advancing ways to better align and strengthen the implementation of international anti-corruption instruments beyond the United Nations Convention Against Corruption (UNCAC). This includes engaging more strategically with frameworks such as the Organisation for Economic Co-operation and Development (OECD) anti-corruption mechanisms, as well as relevant regional mechanisms. Increasingly, it is clear that combating corruption requires the effective and coordinated use of all available tools and frameworks. Stronger collaboration and coherence across these mechanisms is essential. Given our extensive network of partners and stakeholders, we are uniquely positioned to help drive this agenda forward and advocate for more integrated and impactful approaches to anti-corruption reform.
  2. Work towards strengthening cross-regional and intra-regional learning within the Coalition. While the Coalition delivers significant impact both through its own initiatives and through the work of its partners, there is considerable potential to further enhance opportunities for peer learning, knowledge exchange, and the sharing of best practices across regions. Strengthening these collaborative learning mechanisms would help maximize collective impact and foster more innovative and context-responsive anti-corruption strategies.
  3. Strengthen the inclusion and meaningful participation of smaller, grassroots civil society organizations within the Coalition by identifying ways to make the Coalition more accessible, representative, and responsive to their needs and perspectives. Ensuring that these voices are more effectively heard and reflected in the Coalition’s work will enrich our collective understanding and create greater opportunities to integrate complementary perspectives—such as human rights and social justice—into anti-corruption efforts, ultimately strengthening the broader fight against corruption.

Candidate’s profile

I am an Attorney-at-Law and anti-corruption practitioner with over a decade of experience advancing transparency, accountability, and governance reforms in Sri Lanka and internationally. My professional journey has focused on strengthening anti-corruption ecosystems through legal reform, policy advocacy, institutional capacity-building, and civil society engagement.

Currently serving as Executive Director of Transparency International Sri Lanka, I lead strategic anti-corruption programming and stakeholder engagement at national and local levels. My previous roles with United Nations Development Programme (UNDP), Management Systems International (MSI), and Transparency International have included supporting anti-corruption institutions, strengthening legal and policy frameworks, and advancing implementation of the United Nations Convention Against Corruption (UNCAC).

I have been actively engaged in UNCAC-related work through civil society parallel reporting, advocacy on asset recovery and integrity reforms, and participation in international anti-corruption forums, including the UNCAC Conference of States Parties. As a Board Member, I would bring practical field experience, strategic regional insight, and a strong commitment to amplifying diverse civil society voices to strengthen the Coalition’s global impact.

Contributions to the work of the Coalition

I would bring to the Coalition Board over a decade of anti-corruption experience spanning legal reform, institutional strengthening, and civil society advocacy. Through my leadership at Transparency International Sri Lanka and previous roles with United Nations Development Programme (UNDP), I have worked to advance implementation of the United Nations Convention Against Corruption (UNCAC) at national level. I would contribute by promoting stronger alignment between UNCAC and other anti-corruption frameworks, strengthening cross-regional learning within the Coalition, and amplifying grassroots civil society voices—bringing a practical, Global South perspective to help make the Coalition more impactful, inclusive, and strategically connected.
