Organization’s profile

Formed in 1999, Anti-Corruption Coalition Uganda (ACCU) provided a forum through which various anti-corruption actors enhance their capabilities and act as one strong voice and force that can effectively engage the government of Uganda on issues of governance. ACCU brings together like-minded organizations and individual actors whose pre-occupation is exposure and advocacy in the fight against corruption in Uganda.

ACCU works with national Civil Society Organizations engaged in the accountability sector. At the local level, ACCU works with and through 18 Regional Anti-Corruption Organisations that are spread out in the various parts of Uganda. ACCU also works with state agencies, media, academia, traditional and religious institutions, development actors, to advance the governance and accountability agenda in Uganda.

As the leading anti-corruption CSO in the country, ACCU has the convening, coordinating and catalysing power to galvanize civil society around accountability and anti-corruption. ACCU’s interventions have reached over 20 million Ugandans, through the implementation of over 50 governance-related projects. Our vision is to see “A transparent and corruption free society”. Our mission is “To empower citizens to actively and sustainably demand for transparency and accountability from public and private sectors”.

Organization’s experience

ACCU with support from UNODC in 2011 conducted a study and engaged the private sector on adherence to the UNCAC. The objective of the program was to strengthen the voice of civil society at the national and international level to fight against corruption. The process involved participating in review meetings, drafting sessions and completing the report.

In 2021, ACCU with support from the UNCAC Coalition developed the CSO Parallel Report on Uganda’s Implementation of the UNCAC, focusing on preventive measures and asset recovery.  In 2024-25, ACCU with support from the Coalition, conducted follow-up engagements on implementation of the findings from the parallel report. The engagements included: development of policy briefs, social media campaigns and strategic engagements with stakeholders on asset recovery and witness protection.

ACCU has also engaged the government of Uganda to publish online the self-assessment checklist and the full report, signing the transparency pledge as well as supporting a robust UNCAC review mechanism. For the last two years, ACCU has served on the Coalition’s CCC contributing to key decisions. Currently, ACCU is implementing two projects funded by UNODC, focusing on implementation of specific provisions under the UNCAC. The projects prioritise the participation of women and youth the fight against corruption.

  • Strengthening information sharing and capacity enhancement for coalition members.
  • Support for localisation and national-level engagements on implementation of the UNCAC.
  • Building solidarity across borders for the protection of anti-corruption activists and creating a virtual civic space.  

Candidate’s profile

Marlon Agaba possesses over 15 years of progressive experience in programme management, development communication, governance and civic engagement. He has worked with Anti-Corruption Coalition Uganda since 2015, first as the Communications Manager, later as Head of Programmes and currently as the Executive Director.  He holds a Master of Art Degree in Journalism and Communication, and several other post-graduate qualifications.

Mr. Agaba has enormous experience engaging governance and accountability actors. He has provided input into several anti-corruption laws and policies. He has wide experience engaging state and non-state actors on governance issues. In 2021, Mr. Agaba led the team that developed the CSO parallel report on implementation of the UNCAC in Uganda. He has designed several anti-corruption campaigns on issues including voter bribery, wasteful public expenditures and implementation of anti-corruption laws. He has spearheaded engagements on asset recovery, witness protection, mutual legal assistance and restitution for victims of corruption in Uganda.

Mr. Agaba has conducted several studies, policy analyses and research papers on a myriad of contemporary governance issues. He is a regular panellist and pundit in mainstream media on governance issues in Uganda as well as a panellist on government accountability platforms. He possesses impeccable experience in managing governance projects.  

Contributions to the work of the Coalition

I bring on board wide experience in spearheading national level initiatives on implementation of the UNCAC. I have extensive knowledge in research, policy analysis, public engagement, strategic advocacy and excellent analytical skills as well as strong writing skills. I possess extensive experience coordinating national and grassroots anti-corruption movements as well as commentary on governance issues. ACCU is an umbrella organisation for anti-corruption CSOs in Uganda, bringing on board several organisations. I believe this is strongly related to the UNCAC Coalition, as the Coalition also brings together several entities from all over the world, committed to implementation of the UNCAC.
