Mission and vision

The vision of MCIC is peace, harmony and prosperity for people in Macedonia, the Balkans and globally.

In order to turn this vision into reality, MCIC’s mission is to lead changes for resolving the societal problems in innovative and alternative way, thus affecting the other mainstream actors.

General description of the CSO work in the anti-corruption area

MCIC is active in monitoring and influencing the public policies and public institutions for more than 20 years. Since 2007, MCIC has actively participated in preparation of the State Programmes for Prevention and Repression of Corruption 2007-2010, 2011-2015, and 2016-2019. From 2013 to 2016 MCIC implemented USAID Macedonia Anticorruption Program. The Program focus was on implementation of the in-depth analysis of the state of affairs and dynamics of corruption; enhancing capacity of the civil society; developing mechanisms for monitoring of policies, measures and reforms related to good governance and anti-corruption; and increasing awareness of the public about the state of corruption. MCIC is also a lead of Southeast European Leadership for Development and Integrity Network (SELDI).

Specific description of the CSO work in relation to the UNCAC

In 2014, 2016 and 2018 MCIC has published the Corruption Assessment Report for Macedonia. The Report is based on the Corruption Monitoring System, which is recognized by the United Nations as the system containing the best practices for monitoring of corruption at the national level. The system is in line with the UN victimization approach to measuring the administrative corruption levels. It is based on various sources of information and combines quantitative and qualitative methods for monitoring and evaluation.

From September 2016 to April 2018, MCIC implemented the Project “Increased public oversight over the work of State Commission for Prevention of Corruption (SCPC)”, funded by the British Embassy. SCPC is the body established and carrying out its activities as the required by the UNCAC Article no. 6.

From January 2018 to June 2019, MCIC is implementing the Project Mirror to the State Report on Anti-Corruption Reforms. The goal of the project is to improve efficiency in civil society responses to the anti-corruption reforms related to the EU integration, through monitoring of implementation of the United Nations Convention Against Corruption (UNCAC).

In November 2016 MCIC translated to Macedonian and published the UNODC Resource Guide on Good Practices in the Protection of Reporting Persons.

In May 2018 MCIC translated to Macedonian Using the UN Convention against Corruption to advance anti-corruption efforts: A guide” to serve as a tool for all stakeholders in bringing the UNCAC closer to them.

Specific description of the CSO work in relation to the review mechanism of the UNCAC

In 2014 the CSO Anticorruption Platform was established within the USAID Macedonia Anticorruption program. It is composed of the 15 most relevant CSOs that work on corruption issues in Macedonia. MCIC as part of the Platform has already initiated signing of the UNCAC REVIEW TRANSPARENCY PLEDGE, to the Government and State Commission for Prevention of Corruption (SCPC).

The Platform initiated and confirmed its readiness to directly participate in the review mechanism of Macedonia through contribution during the self-assessment phase, the peer-review phase, during the country visit, and writing of the country review report.

The results from the monitoring of the SCPC will directly contribute to better assessment of the implementation of the Article 6, which is under the second cycle review of the UNCAC.

And finally products of the Project Mirror to the State Report on Anti-Corruption Reform will be Comparative review of the inclusion of CSOs in the regional countries; Compliance report for assessment of implementation of the recommendations issued by the most recent international anti-corruption instruments (GRECO, EU country reports, UNCAC); and Parallel Report for the Second Cycle UNCAC Review for Macedonia.

Additionally, Snezhana Kamilovska Trpovska participated on the Anti-Corruption training „Training on Investigation and Prosecution of Official Corruption “in Prague, Czech Republic from April 23rd to 27th 2018.
