Moderator: Lizzie Johnson (LJ)
Agenda Items:
1. Letter to Dimitri Vlassis
The CCC noted that those present at the Implementation Review Group meeting should be involved in writing the letter to Dimitri Vlassis. Following this it should be circulated to the Coalition.
- ACTION: CCC to finalise letter.
- ACTION: Secretariat to circulate to Coalition.
2. Planning for IACC Brazil 2012 & CoSP Panama 2013
CCC discussed possible meetings to be held at the IACC including:
- Information meeting to tell anyone interested about what’s going on with the UNCAC Coalition and begin preparation for CoSP in Panama
- Hold a CCC in-person meeting
Due to resource constraints the CCC noted that a Coalition Membership meeting would not be possible at the IACC this year but would look for other ways to hold one, perhaps online.
The CCC also discussed Coalition advocacy on the lead up to the IACC and CoSP:
- Coalition is developing its messaging for campaigning through Asset Recovery and Article 13 working groups. Also suggested was the initiation of a communications working group.
- Transparency International is looking at leading a campaign against impunity. CCC might need to think about how to position the Coalition in relation to that. Should the Coalition just join TI’s position?
- ACTION: Working Group to finalise positions
- ACTION: Secretariat and CCC to start planning meetings for IACC
3. Date for next CCC in-person meeting
CCC unanimously agreed to have the CCC in-person meeting on the morning of Wednesday 07 November (between the AMM and IACC) in Brasilia. This is during the time when IACC registration will be taking place.
- ACTION: Secretariat to check with IACC team if early registration for IACC on 6th Nov would be possible.
4. Extending the Regional Coordinators
CCC discussed extending the Regional Coordinators:
- Agreed to extend to the end of the year
- Focusing on Asia, North Africa and the Middle East and Sub-Saharan Africa for this period
- Further regions to be covered from the beginning of 2013 subject to funding
- Regional Coordinators to conduct mapping of members in their regions to build on the information compiled on members by Christian Aid in soon to be finalised document.
- ACTION: Secretariat to develop Terms of References and contract for Regional Coordinator extension
- ACTION: EG to circulate Christian Aid document to CCC when finalised
5. Annual Information Sheet
CCC agreed to extend the deadline for the Coalition Members’ Annual Information Sheet to the beginning of October.
- ACTION: Secretariat to create online form and inform Coalition of extension.
6. Coalition funding
The CCC discussed different possibilities for sustaining and extending Coalition funding:
- Part of Regional Coordinators job could be to look into funding possibilities in their respective regions.
- Staff changes at TI Secretariat may have implications on level of support the Secretariat can provide to the Coalition. More reason to discuss the organisation and legal status on the Coalition which would have implications on funding.
- Should the Coalition grow within TI and should we be independent?
