States parties’ deliberations on the UNCAC Implementation Review Mechanism next phase (IRM next phase) are advancing, with a view of adopting the key review documents in a CoSP special session in November this year, and officially beginning with the next phase reviews in mid 2027. Resolution 11/2 on the next phase includes several key calls to action which potentially could strengthen the IRM and lend more credibility to the process, including: Enhancing review transparency and stakeholder participation, reporting on implementation in practice, addressing new developments since the 1st phase country review, strengthening the identification of technical assistance needs, and regular follow-up reporting. The first resumed 17th IRG session will be one of the last opportunities to shape the self assessment questionnaire, country report and executive summary blueprints, and the country review timeline, so they reflect the next phase scope and modalities as agreed in CoSP resolution 11/2, and inline with the IRM Terms of Reference.
Given the fact that non-governmental stakeholders cannot participate in the official meetings of the UNCAC subsidiary bodies- Civil society does not play a formal role in the UNCAC IRM next phase deliberations. Therefore, the event’s main objective is to allow for a meaningful exchange between States parties and non-governmental stakeholders on the status of deliberations.
The discussion will focus on the following questions.
- Which questions and sections should be included in the key review documents to reflect the commitments of resolution 11/2?
- How should the country under review address: Implementation in practice, new developments (or “other measures” taken since the 1st phase), and a more precise reflection on technical assistance needs and delivery
- How could States, wishing to enhance transparency and meaningful participation, begin preparing for next country reviews?
