Added value of parallel reports

The Terms of Reference for the UNCAC Implementation Review Mechanism call for a review mechanism that is “transparent, efficient, non-intrusive, inclusive and impartial.” In paragraph 28 they state that:

“The State party under review shall endeavour to prepare its responses to the comprehensive self-assessment checklist through broad consultations at the national level with all relevant stakeholders, including the private sector, individuals and groups outside the public sector.”

In paragraph 30 they state that:

“States parties are encouraged to facilitate engagement with all relevant national stakeholders in the course of a country visit.”

The extent to which governments respond to this encouragement is left to their own discretion, however. This has been the subject of civil society advocacy.

Many civil society organizations have taken advantage of the opportunity offered by the UNCAC IRM to produce their own parallel civil society parallel reports. These reports evaluate the transparency and inclusiveness of the country review process and country compliance with UNCAC standards.
