The Center for Fiscal Transparency and Integrity Watch is a non-partisan and nongovernmental organization established in 2016 to promote good governance by strengthening systems and mechanisms that enhance transparency and accountability of public institutions at the national and sub-national levels. The Center collaborates with government, media and civil society partners to design and implement programs and interventions in fiscal transparency, public sector integrity, organized crime prevention, anti-corruption and data science.

Organization’s Experience

The Center developed a comprehensive manual based on Nigeria’s commitment to international legislation, such as the United Nations Convention against Corruption (UNCAC) to sustain existing anti-corruption efforts. The manual also entails the African Union Convention on Prevention and Combating Corruption, United Nations Convention on Transnational Organized Crime and Financial Action Task Force. The manual serves as a guide for public sector stakeholders to implement and a tool for civil society to monitor progress and effectiveness.

Candidate’s Profile

Umar Yakubu specializes has been involved in policymaking related to the legal and institutional framework of anti-money laundering and combating the financing of terrorism (AML/CFT) in Nigeria by serving on the Presidential Committee on Financial Action Task Force (PCFATF). He also worked on the technical committee that addressed FATF’s strategic deficiencies, which got Nigeria delisted as a country of ‘high-risk’ by FATF in 2013.

At the international level, he has consulted and researched for the Intergovernmental Action Group against Money Laundering (GIABA), United Nations Office on Drugs & Crime (UNODC) and the European Union (EU). At the Sixty-Seventh (67th) United Nations General Assembly, he worked on the Sixth Committee (Legal Committee) to assess Nigeria’s implementation of the United Nations Convention against Corruption (UNCAC) measures and other global and regional Instruments to combat corruption.

He has delivered papers and conducted capacity development programmes for judicial officers, civil servants, organized private sector, non-organized private sector, students and civil society organizations. He also developed the pioneer Transparency & Integrity Index 2021- an assessment of all federal and state institutions’ compliance with international and domestic laws, policies on Open Governance; Budget Transparency, Accountability and Sustainability; Human Resources; Public Procurement and Civil Engagement.

He is a member of the Nigerian Economic Society (NES), Nigerian Institute of Management (NIM), Association of Certified Anti-Money Laundering Specialists (ACAMS), Association of Certified Fraud Examiners (ACFE) and Centre for Counter Fraud Studies (CCFS), UK.

Contributions to the Work of the Coalition

I shall provide my expertise in anti-corruption to the Board in enhancing the objectives of the Coalition. My relative experience and perspective at the regional level shall be deployed to enrich the workings of the CCC. I shall utilize the platform to collaborate with other members and CSO to enhance the objectives of the Coalition through advocacies for stronger anti-corruption legislation, policies and practices that will enhance accountability. In all my work, I shall demonstrate commitment and contribute positive effort in achieving the goals of the Coalition.
